Tactical Aerial Law Enforcement Operations Nexus (T.A.L.O.N.)

TALON (Tactical Aerial Law Enforcement Operations Nexus) is a professional public safety UAS training program developed by RAPTOR UAV Solutions specifically for law enforcement, fire departments, and search & rescue teams.

It delivers progressive, hands-on training that takes operators from foundational skills through advanced search, overwatch, tactical, and command-level operations — all focused on real-world public safety missions.

Core UAS Schools

The TALON Public Safety UAS Basic  Operator School is a comprehensive 5-day (40-hour) foundational training program designed specifically for law enforcement, fire, and search & rescue personnel. Students receive hands-on instruction in FAA regulations, airspace operations, drone systems, geofencing, evidence collection, and NIST Flight Skills Levels 1–3, culminating with dedicated night operations and practical evaluations.

By the end of the course, participants will have the skills, confidence, and certification needed to safely and effectively operate drones in support of real-world public safety missions.

The TALON Public Safety Advanced UAS Operator School is a 5-day (40-hour) intensive program designed to elevate experienced operators into highly capable, mission-ready public safety drone professionals. Building directly upon the skills learned in Basic, students master advanced flight techniques in obstructed environments (including NIST Level 4 proficiency), complex mission planning, multi-drone coordination, high-pressure scenario execution, and professional evidence handling with courtroom-ready documentation.

Graduates leave with the confidence, technical proficiency, and operational judgment required to successfully support a wide range of complex public safety missions as a trusted and effective UAS asset.

Note: Successful completion of the TALON Public Safety UAS Basic Operator School is required for enrollment in Advanced Operator School. 

The TALON Public Safety UAS Command School is a 3-day (24-hour) specialized leadership program designed for Incident Commanders, SWAT Team Leaders, Patrol Supervisors, and UAS Program Managers. This course focuses on the command perspective — teaching students how to effectively direct, integrate, and manage drone assets during critical incidents rather than piloting them.

Participants will learn ICS/NIMS integration, mission briefing and tasking techniques, real-time intelligence management, legal and privacy considerations, and command-level decision making through realistic scenario-based exercises.

Note: FAA Part 107 certification is not required for this course. There are also no TALON Basic or Advanced prerequisites. This course is designed for command staff, supervisors, and agency leadership above the patrol level (Sergeant and above, or equivalent rank) from law enforcement, fire, and search & rescue organizations.

SPECIALIZED UAS PUBLIC SAFETY COURSES

Note:  Enrollment in following TALON Specialized courses requires successful completion of both the TALON Public Safety UAS Basic Operator School and Advanced UAS Operator School (or an equivalent course, at RAPTOR UAV Solutions’ discretion). Students must have documented successful completion of NIST Levels 1–4.

Police-Focused Courses

The TALON Public Safety UAS Search is a 5-day (40-hour) intensive program focused on locating missing persons, suspects, and vehicles in real-world conditions. Building directly on Basic training, students master advanced search tactics, lost person behavior analysis, grid and pattern searching, thermal integration, AI-assisted tracking, and suspect concealment detection.

Graduates leave with the specialized skills and confidence to effectively lead or support search and tracking missions as a highly capable public safety drone operator.

Note: This course is listed under both Police and Fire/SAR sections because it is designed for all three disciplines (Law Enforcement, Fire, and Search & Rescue).

The TALON Law Enforcement UAS Scene Mapping is a 4-day (32-hour) specialized program focused on event overwatch, crime scene documentation, accident reconstruction, and surveillance operations. Students will master advanced mapping and orthomosaic creation, real-time crowd and event monitoring, detailed evidence collection, and the legal requirements for aerial surveillance.

The course emphasizes practical overwatch tactics, thermal integration, and proper documentation procedures so operators can deliver critical intelligence and admissible evidence during complex incidents.

 

 

The TALON Law Enforcement UAS Overwatch is a 4-day (32-hour) specialized course focused on real-time aerial surveillance, overwatch, crowd monitoring, and intelligence operations. Building upon the skills developed in Basic and Advanced, students will master long-duration event overwatch, crowd dynamics tracking, critical infrastructure protection, and live aerial surveillance for command staff.

Graduates will gain the ability to provide continuous, high-value aerial surveillance and intelligence support during large events, civil disturbances, tactical operations, and critical incidents while maintaining strict legal compliance and delivering actionable intelligence to ground commanders.

The TALON Law Enforcement UAS Tactical Operator School is an intense 3-to-4 day high-risk training program designed for experienced operators supporting SWAT, barricade, and critical incident operations. Students will master indoor/GPS-denied flight, discreet and covert tactics, barricade and hostage overwatch, advanced thermal deployment, multi-drone coordination, and force-on-force scenario training under realistic stress conditions, while achieving NIST Level 5 (Confined Space) proficiency.

This course prepares operators to safely and effectively integrate drones into high-threat environments while maintaining situational awareness and supporting tactical decision-making.

Fire/SAR-Focused Courses

The TALON Public Safety UAS Search is a 5-day (40-hour) intensive program focused on locating missing persons, suspects, and vehicles in real-world conditions. Building directly on Basic training, students master advanced search tactics, lost person behavior analysis, grid and pattern searching, thermal integration, AI-assisted tracking, and suspect concealment detection.

Graduates leave with the specialized skills and confidence to effectively lead or support search and tracking missions as a highly capable public safety drone operator.

The TALON UAS Structure Fire Overwatch is a 4-day (32-hour) specialized course focused on aerial support during active structure fires. Building on skills from Basic and Advanced, students master rapid size-up from the air, thermal imaging for fire spread and victim location, roof and ventilation assessments, hazardous material identification from above, and coordination with incident command.

Graduates will be able to provide critical real-time intelligence that enhances firefighter safety and improves decision-making during structure fire operations.

The TALON UAS Hazmat Reconnaissance is a 3-day (24-hour) specialized course focused on safe and effective drone operations in hazardous materials incidents. Building on skills from Basic and Advanced, students learn plume tracking, exclusion zone mapping, leak identification, decontamination line monitoring, and safe standoff aerial reconnaissance in contaminated environments.

Graduates will be equipped to support hazmat teams with real-time intelligence while minimizing risk to personnel.

The TALON Public Safety UAS Wildfire is a 3-to-4 day specialized course focused on drone operations in wildland and wildland-urban interface fires. Building on skills from Basic and Advanced, students master large-scale fire mapping, thermal hotspot detection, fire progression tracking, retardant drop assessment, night operations, and coordination with air attack and ground crews.

Graduates will be able to deliver actionable aerial intelligence that improves wildfire suppression efforts and firefighter safety.

The TALON UAS USAR / Collapsed Building Search is a 4-day (32-hour) specialized course focused on drone operations in urban search and rescue and collapsed structure environments. Building on skills from Basic and Advanced, students master safe standoff aerial reconnaissance of unstable structures, NIST Level 5 (Confined Space) proficiency, thermal imaging for victim location in voids and rubble piles, structural integrity assessment from the air, void space mapping, and real-time coordination with technical rescue and USAR teams.

Graduates will be equipped to provide critical aerial intelligence that enhances rescuer safety, speeds up victim location, and improves decision-making during complex collapse, earthquake, explosion, or heavy rescue incidents.

Enrollment Requirements:

  • Must hold a current FAA Part 107 Remote Pilot Certificate
  • Currently employed by a recognized public safety agency (law enforcement, fire department, or official SAR organization)
  • Operating drones in an official public safety capacity

    This training is not open to civilians, private security, drone hobbyists, or commercial operators.
